Central American govts rush to concretize the Alliance for Prosperity

The governments of Guatemala, El Salvador, and Honduras are rushing to finalize plans for the implementation of the Alliance for Prosperity, a US government program that will disburse US$1 billion in funding to curb migration to the United States. The governments have three months to inform Washington how the funds will be earmarked. Critics charge that the money is being allocated for large scale investment and security and that civil society and small businesses have been excluded from the decision-making.
