[] Back in my retail days we used to have BOGO (buy one get one free) sales about once a month.
WITHOUT FAIL we would get people asking the following questions (and our answers):
"So this item is buy one get one free? So if I only want ONE that means I get it for half Price, right?"
No, it doesn't work like that
"So you just doubled the price of these items so you could have this sale, didn't you"
No, we have an overstock and are trying to sell them off to make room for new products
"BOGO? Is that some brand name?"
......
"If these are buy one, get one...how much do I have to pay if I want three?"
Full price for two, nothing for the other one.
(This last one usually resulted in complaints we were 'scaming' them by making them pay full price for the third....then 20 mins trying to explain they could get TWO for free after paying for two..... they never got the concept, usually)

Common usage anywhere I've ever lived has been:

The difference could possibly be due to vernacular, but I guess there's no way to know absolutely.

USS Maddox and the Gulf of Tonkin : lie that took you into Vietnam.
Bin Ladens video statement supporting 9/11 : deliberately misleading translation.
Echelon : even though I feel it was limited hangout it was proven the government was literally spying on its own citizens. They call it monitoring, but spies monitor.
MKUktra : CIA experiments with LSD and mind control.
Operation Northwoods : a literal plan to use a false flag terrorist attack to instigate was with Cuba.
The list goes on, and they may seem small on their own, and many people still reuse to accept them despite government acknowledgement, but the fact remains that governments do what they want, when they want to get what they want.
