This mission can be completed extremely fast by simply carrying your two targets to the vehicle and leaving the target zone.

Mark everyone in the outpost to find out what your targets are. Move slow and crawl, this should make it very easy to tranquilize them. Now you only have to pack them into the vehicle that is parked there. Leave the hot zone on the same way you came in and the S-Rank for mission 25 is yours.
