Who has given the AIMPLB the right to speak for Muslims in India

All India Muslim Personal Law Board has met and decided today that it will set up Shariat courts in ten cities across the country. It has also decided that the practice of Nikah Halala cannot be challenged in the courts, as it is 'Quranic'. Who has given the AIMPLB the right to speak for Muslims in India? Who has given them the authority to set up 'courts' around the country? Is the Board now openly challenging the Constitution of India?
