幕府の海外情報収集能力は、高度で、その仕事ぶりは徹底していたようです。オランダ風説書は江戸時代を通して幕府が世界情勢を知るための重要な情報源でした。江戸時代初期、幕府は当時日本と交易があったスペインとポルトガルをキリスト教布教問題で追い出しました。後継に欧米の中では唯一オランダに貿易の権利を与え、その代わりとして西洋諸国の様子を報告させる、オランダ風説書の提出を義務付けました。オランダ風説書は、三代将軍家光の末期 1650 年頃から始まったといわれています。
