South Korea's finance minister Hong Nam-ki and North Korea's vice premier Ri Ryong-nam had a brief conversation during the Eastern Economic Forum in the Russian city of Vladivostok.
According to reports,... despite Minister Hong's warm approach to Vice Premier Ri,... the North Korean official's response was rather stiff,... indicating the North is not ready to hold talks with the South.
When asked by reporters if the leaders of the two Koreas will meet in the near future,... Ri instead blamed the South for not abiding by the Panmunjeom Declaration agreed by the two leaders.
