Haylee Ann Rucker lives in a small rural town in Minnesota. The 19-year-old was born in the United States to American parents.But legally, she did not exist for 19 years. No passport, no driver's license, no insurance. Rucker had none of the vital paperwork needed to lead a regular adult life because she didn't have a birth certificate. And without that, she could not get a Social Security number, and everything got more complicated from there. The story is an absurdist tale of administrative ping-pong involving two US states, the federal government and a hospital that did not register her paperwork from the outset.
