DEVELOPING: Boston Bombing Suspect Reportedly Left Confession Letter

Dzhokhar Tsarnaev scribbled note inside the wall of the boat he was holed up in. In the note he said that the victims of the bombing were "collateral damage" and that he was not sad about his brother Tamerlan’s death, claiming the motivation behind his actions was "payback".
