There have been any number of Breakout clones throughout the years, partly because it's a good starting point for an up-and-coming game designer to learn the ropes. You have a paddle, a ball, and blocks to break, and plenty of room for innovation. Shatter innovates, in this case, by sucking. And blowing. LIterally, either drawing things toward or repelling things from the paddle itself, allowing for greater control over the playfield by manipulating the trajectory of the ball in flight.
